Nope. I'll give you a hint. This character was played by many actors over the years, most of whom were a different ethnicity than the man they portrayed.

I think the character is Charlie Chan.

Yes, the character is Charlie Chan. The song would be more suitable if he were a spy, but it alludes to the fact that he tended to be portrayed by white men.

New Orleans is fine. This has actually been cathartic for many residents. In 2005, so many New Orleanians went to Baton Rouge to weather the flooding, while they waited for homes to be rebuilt. Now, the situation is reversed.
