How I solved it:
Line logic to 93%. Then the 12 in column 17 has 11 squares filled in. If it goes down into row 24, that puts dots next to it in columns 18 and 19. That would mean that the 2's in column 18 would have dark pixels in rows 26 and 29 -- but that would leave no room for the 3 in column 19. So row 24 column 17 is a dot.
Then line logic to 98%. Then there is only one way to fit the 2's and 3's in columns 18 and 19 in order to have only 1 pixel in each of rows 24 to 30.
