Tell us the story Norma, please.

This had to be about a silly law in Arizona because that is how I titled those puzzles. I couldn't find a specific law about AZ this time around, but i did see a reference about several states having laws against picnics in public places. But it did not go in to details.

Ha ha. At first I drew a complete blank. But then I remembered how I started the silly law puzzles.

Found to have a unique solution by blurglecruncheon.
