Good puzzle, but I do admit it is a deep look ahead. It went smoothly until I got to the right side of figure, but then much trail and error is needed to solve. Too bad.

Initial line & color logic completes 88% with 2 squares of black and otherwise just blue remaining.

C33: EL marks R30 white. LL.
C35: EL marks R30 white.

R11: Whether C30 or C34 is blue, R12C29 and R12C35 are white.

R13: Either C34 or C35 must be blue. Either way, R14C34 is blue. L&CL. (Including R13C29 must be blue)

C33: EL marks R19 blue. LL.
C34: EL marks R18 white. LL.

R22: Whether the last 2 goes to C33 or C35, R21C34 is white. LL.

C30: Whether the 3 goes to R26 or R29, R19-20 C30 are blue. Minimal LL.

C34: If the 4 goes to R12, it will also need to go to R11. R15C34 would be white and R14-15 C33 would be blue. If the 4 goes to R16 instead, R14-15 C33 are still blue. LL.

C31: EL marks R15-16 white. LL.

R17: Whether C31 or C33 is blue, R18C32 is white. LL.

R15: Wherever the remaining blue 1 is placed, it will complete R16. R16 C27-28 are white. LL.

C26: Whether R21 or R23 is blue, R27C27 is blue. LL.

C30-31: R27 must be blue in one or the other of these columns, which will complete that row. R27 C29 and C35 are white. LL.

C30-31: R29 must be blue in one or the other of these columns, which will complete that row. R29C25 is white.
