I'm not sure what character this is. Maybe a Teenage Mutant Ninja Turtle?

I like how these restored puzzles have the additional puzzle of trying to figure out what the heck the original description was. Doesn't help in this case I kept reading "chef" instead of "chief" the first 4 times I glanced at the title.

This isn't one of the Ninja Turtles; I think I've seen this character before but it's not something I'm especially familiar with. I think it's either from an anime or a video game.

I have been informed that this is from Halo.
