Found to be solvable with moderate lookahead by valerie.

It was all line and color logic except for the teeniest bit of edge logic in the bottom right corner. There were four open spaces for the final red 2 in the bottom line. The line above it only could have had a red 1 in that area. But placing that last red 2 in columns 37-38 would have caused a red 2 horizontally above it, so it couldn't go in column 38. This meant that column 39 had to be red, and then it was back to line and color logic for the rest of the puzzle.

This is another puzzle where I wish I could mark it as "logically solvable with minimal lookahead," but the lowest lookahead that the website lets you select is "moderate lookahead."
