I guess you have never experienced looking through a viewing hole cut in a fence around a construction site. Because the holes are pretty small, people tend to put their hands on the fence about hole high so they can lean in to see as much as possible. I don't know the history, but i'm wondering if they started putting holes in the fences to avoid liability issues. There were probably people curious enough to try to climb the fences and missteps on their part could result in serious injuries.#9: Valerie Mates (valerie) on Sep 21, 2021
