That's Mr. Cat in his Little Red Riding Hood costume at a Halloween party. I really don't remember what that is emerging from the caldron. The other items are just Halloween decorations looking a bit spookier with the help of Ms. Witch#6: Jeff Trescott (jtrescott) on Jun 12, 2020 [SPOILER]

Excellent Brian, The head is in the caldron and you can see the feet and the tail. It's Igor. He was wearing a wolf costume to go with Mr. Cat's Red Riding Hood. Whew!
