Can be solved with colour logic.

I guess it was first come first served.

Initial line & color logic solves 71% with red and black remaining.

R12: Whether the remaining black 1 is in C26 or C26, R13C26 is black. L&CL.
R23: If the black 3 goes into C26, it creates a contradiction in R24. R23C29 is black instead. Line & color logic finishes the black.

C3: If the 19 reaches R24, it creates a contradiction in C4. Therefore R24-27 C3 are white.
