Puzzle Description:

It is unsafe for civilians on foot to walk without reinforced umbrellas due to falling debris from colliding drones. The government, as per usual, (can't forget those big campaign contributions) is dragging it's feet on regulating their usage.

Well done Norma,don't they have special anti-drone umbrellas there yet,the kind that shoot heat seeking missiles? We got them in Canada in 2045,and then they were banned in 2046 because of drone rights issues.:)
