The point of the rulings on solvability is to give a specific expectation as to how involved the logic is while giving a general impression of the difficulty.

The difficulty will change for each user as their skill improves, but the logic of the puzzle will always stay the same.

Therefore tying the solvability rating to the logic of the puzzle gives more of an absolute value than how difficult the rater may feel it may be. The individual player can decide whether or not that is hard for them.
