Interesting fact. I just have to say, I specifically looked for this one to find out what puzzle #24601 turned out to be. I was hoping so bad that it would be Jean Valjean or something from Les Miserables. Jean Valjean's prisoner # is 24601 and Javert, a devout law man, mercilessly searches for the fugitive prisoner, #24601.
It would have been so funny. But I like your hair picture too.

Found to be solvable with moderate lookahead by blurglecruncheon.

At 59% I looked at R3. If the 2 is in C19-20 we get a quick contradiction. LL.

Wombat's solution looks more elegant, but this should verify the solvability is moderate lookahead.
