Because it's not a complete picture, and difficult to see what it is? (I knew it was an eye, because of what I just told you on the last puzzle.)

What I was talking about are those puzzles (you can find them in books of "Variety Puzzles" or "Pencil Puzzles and Word Games"), and the drawing is divided into a grid and rearranged, and it gives you a blank grid, so you can copy A1 and C4 and so on, into the proper squares.

Found to be solvable with moderate lookahead by gator.
