Looks like a down stairs to me.

None of the stairs in my house have treads 2x the risers.

Those would be very shallow steps. The run is generally longer than the rise, by 2-3" (8" rise, 11" run).

There are international standards for planning stairs.
Comfortable stairs should be:
L = H+2*V
L = 60-65 cm, 24-26", it's appr. measure of the adult step
H = horizontal, it's about an adult shoe size (more than 10")
V = vertical
There're the technical reasons.
Non-comfortable sizes can be used only in a private flat, for own using, not for letting!

too fun! what I love most about this puzzle is the retro wallpaper - totally takes me back to those 70's rec rooms! bet the person in this puzzle was making their way down to the basement to play a game of Pong!
