What (who) is this flying in the air?

It looks like the plane is trailing something at the end of a cable. Hard to tell, really. Weird.

The sign at the link looks like the plane is peeing on the car. A trend, I think.

I'm pretty sure this is not solvable without guessing. Octagons are hard to prove. Even the proof I gave for puzzle #163 ( http://infrapinklizzard.deviantart.com/art/Logic-163-155347359 ) does not apply here because the 2s in rows 2-4 and 35-39 can be on either side. Too much uncertainty.

I'd be happy to hear other people's ideas, but I'm stopping for the moment and have personally marked this as guessing needed.

After re-reading the comments, and not following the broken link, I will hazard a guess that this is a warning about nearby crop-dusting.

IIRC, this was a sign at the end of a very small runway that a road butted right up against. It was a warning not to park there.
