i almost assuredly made this harder than it needs to be:

IEL: the 4 in R3 can't got C12-15, because when the 9 accounts for the 1 in R4, the other clues violate R2.

I did the iel on the 4 in R3, el the 4 in c9 as you said.... but I musta missed something, cuz I also used 2-way logic on the same 4 in c9. whether it went up or down, you could dot most of c8

The first step looks like 3 moves ahead (although not THAT hard to see), so I'm going to go with try placing the 9 clue to the top starting a row 1. Focusing on column 12, this would make R1C12, R2C12, and R4C12 dots, and R3C12 black. This makes column 12 invalid so R1C14 is a dot. This same logic will make R2C14 a dot as you move down one. Some line logic.

Now we can use edge logic to see that the 4 clue cannot go all the way to the right on row 3 without making row 4 invalid. More line logic.

Then the edge logic in column 9 as stated.
