Look at the 4 in c7. No matter where it is placed, there must be 2 red pixels right next to it in c8.
Look at the 4 in c9. The same thing happens mirrored - there must be 2 red pixels right next to it in c8.
Since there is only one 2 in c8, there is only one place that both those conditions can be met - in r4-5 where there are 3s. So the rectangle r4c7 to r5c9 (six pixels) must be red.
Then line logic to finish.
