Puzzle Description:

Since it's June the Turtle Days Festival will be hitting the tiny town of Churubusco, Indiana. The town's claim to 'fame' is a giant turtle supposedly seen in a local lake long ago (first in the 1890's then again in the 1940's). They named him Oscar after the first person to see him.

Nice turtle! I enjoyed solving it but have to wait for the experts to explain.

BTW, it's supposed to look kind of off. I took the picture from last years Turtle Days schedule. There was a graphic of Oscar in green, brown, and black. They recolor it often. I've seen it in black and white, dark brown, even blue. Anyway if you are curious you can check out the Turtle Days site: http://www.turtledays.com/Pages/default.aspx

The whole [spoiler] solves with color logic, leaving only two sections in the top 4 rows.

The left section can be solved with smile logic on the 2 and 1|1 in c1&2 (vs the four 1s in r1-4).

Then we can see the smile logic in the second section with the 2 and 1|1 in c8 & c10. These cross with 2|1|1|2 in r1-4. However, one pixel of each 2 has already been placed making an effective 1|1|1|1, and thus a perfect smile.
