See puzzle #20436, comment #8. This is actually a still from Stripes. Most of the ones from Caddyshack had him in a hat, so you couldn't see the receding hairline.

Thanks, guys! The key to Bill seems to be his round cheeks. In a larger puzzle, I might have been able to include the scar on his right cheek, but I still think it works pretty well, even after the alterations I made for solvability.#7: Jota (jota) on May 19, 2013
