Did not actually need to use trial and error to figure it out at all, nor any false starts. Did it all with line logic. After getting the border, and the little bits that shoot out from each corner of the inner border, I then started on columns 17-19, and rows 17-19, which I was able to fill 5 out of 7 for each 7 located in rows/columns 17 and 19, and completely fill all of row/column 18. (The inside border was a space 23x23 in size, and the 3773 on 18 is exactly 23. The 17171 located in 17/19 is 21.) Once I got that, I had enough info to work outwards from the middle to fill in the rest.
