Initial LL places exactly 1 pixel.

C15: EL places black in R19-22. LL.
C1: EL places black in R4-6. LL.
R1: EL marks C9 white. LL.
R1: Deep EL (v.R4) marks C10-14 white. LL.
C13: EL marks R2-3 white. LL.

R12: If the 2 does not connect to C8-10, the 2s in R13-14 will have nowhere to go in 2 steps, so C2-6 and C12-14 in R12 are white. LL.

R25: EL marks C8 white.
R16: If the 3 goes into C2, it will make R17 invalid, so R16C2 is white. Minimal LL.
R17: If the 8 goes into C3, it will make R16 or R18 invalid, so R17 C2-3 are white. LL.
R18: If the 5 goes into C3, it will make R19 invalid, so R18 C2-3 are white. LL.

C11: If the black in R17 is the 1, it makes C6 invalid, so it must be part of a 3. LL.

C15: If the 6 goes into R24, it makes R25 invalid, so R18C15 must be black. LL.

R14: Whichever way the 2 goes, in 1 step R11C10 is white. In 2 steps, the 2 in R10 is placed in either C7-8 or in C11-12, and either of these will start the 2 in R9. In R10 this marks C2-6, C9, and C13-14 white, and in R9 this marks C2-7, C10, and C13-14 white.
