The only way out I can think of is to get names and phone numbers and have these two talk to each other.

I had a similar catch-22 a few months back. When my mom passed away, I went to her bank to get the money she had there (I had her will showing I was executor), but the bank said I needed to register the will with the county and come back with documentation from them. The Register of Wills wouldn't do that until I could tell them how much money was in the bank account and pay the probate. The bank wouldn't give me a printout of the balance. I finally got a lesser document from the county showing I was authorized to collect info showing Mom's assets, the bank took that, gave me a printed balance statement, I went back to the county office, paid the probate, and registered the will. Then I went back to the bank to get the money. Fortunately the two places were only about a mile apart, but what a pain!
