It's a wonderful image and the solve was fun up to the end. It's a shame a good puzzle like this has to have multiple solutions.

Adding two pixels to the bottom of each note won't make them too big. Or just making one double note or two double notes, then they could be small.

This is such a great puzzle otherwise.

Now I'm gonna go get that WW English Toffee ice cream bar that's calling my name from the freezer. :-)

Delightful puzzle, and it only needs a little tweaking to be solvable. You could also leave off the flags and make them quarter notes.
