I finally got this solved with some deep lookahead. I forget what moderate lookahead I might have used on this since I started it quite a while ago and it had been sitting in my saved puzzles list ever since, but I finally got it moving again by focusing on C19-22, and looking at the interplay of the 3, 4, 6, and 6 clues in those columns.
