Although "putz" does refer to a male-specific anatomical feature, it is used mostly as a derogatory reference to another person who is screwing something up, or screwing somebody over.
Interestingly, a "schmuck" is a classic Yiddish insult, because it is actually that little piece of male-specific anatomy which is removed during a bris (circumcision)!
