If I recall correctly, it was the birthday of the ex-wife of one of the fellows who invented the holiday. He picked that date because he already had it memorized. Possibly he was not entirely sober at the time. Once the holiday started to catch on it occurred to him to check with his ex-wife to see if she minded her birthday being turned into "Talk Like A Pirate Day." It seems she did not. This may be the internet smiley, but even back in the fifties, or perhaps the forties, there were people who realized that certain punctuation symbols resembled parts of the human face -- especially if looked at sideways. These same people also realized - TA DA! - that the symbols could be combined to make different "pictures".
