It has been done several times. Flags are one of the most overdone themes on this site. Do a search with "flag" in the title word section and you will find nearly 100 flag puzzles, with probably many others that are not in that list because they don't have the word "flag" in the puzzle title.#3: Kristen Vognild (kristen) on Jun 20, 2011
Malta has a pretty dull flag, but at least you put some movement into it! (I agree with Adam here, as will most experienced puzzlers)
