The description is a clue to the subject using cryptic crossword clue rules. This one doesn't tell you the length of the answer since the picture gives you an additional clue.

Every cryptic clue is made up of two parts; a definition, and a literal description of the answer using wordplay. They can be in either order (though not intertwined).

I admit I had to look around online to remind myself of the character names. But yeah, this sure looks like him! Very tricky solve. But he didn't play the ... well, you know.

Fife is definitely Barney and the instrument, which I suppose is old, but where does "uncovers" come in the solution?

This is a double definition clue.
