Phyllis got it!

CB: I have used many T-squares. I even have a tiny drawing board that's about 12" square that I got from my grandfather. It has a wooden t-square, 30-60-90 triangle, and 45 degree triangle that all store underneath with the t-square sliding in to lock them in place.

Other than the fact it is a block, not a top, "OTT" is standard British slang got "Over the Top", as in brilliant or fantastic.
