now posting unicode just results in a regular ? being entered instead of the windows-pagecode gobbledygook that used to result. Arguably not an improvement since the information is lost. At least the gobbledygook could be decoded to find out what it *should have* been

Hm. Nothing on the server has changed that should have caused that, but I see it too. I dug into the code and looked back as far as 2013 and the parts for displaying characters have not changed. Yet this used to work and now it doesn't.

Testing a special character to see if it works: ?

Hm. This may take some work to figure out.

An update: Much as I would like special characters to be working, they are a giant rabbit hole of a topic, so I'm going to put it after the other programming tasks on my To Do list. So it *is* on my list, but it may be a while before I circle back to it.
