Puzzle Description:

The description is a clue to the subject using cryptic crossword clue rules.

Every cryptic clue is made up of two parts; a definition, and a literal description of the answer using wordplay. They can be in either order (though not intertwined) and there is no separation between them.

Susan got it again! It is "weighted".

This is a charade clue

Measure = weigh
Edward = Ted
having = joining bit (the first bit "has" the answer)
adjusted proportionately = definition

Not quite. It would if we were weighing things, but what we're doing is adding weight to things.

Ted is short for Theodore, not Edward, though. And I would argue that adjusted proportionately is a fitting enough crossword clue for weighed, as in to weigh out portions.

I agree with Belita, but not Dik. Ted is a common nickname for Edward (e.g. Ted Kennedy). It is actually a nickname for a bunch of names: https://en.wikipedia.org/wiki/Ted

As to the second part, "weighing" is not "adjusting" so much as "understanding" or "comparing". Weighting something has adjusted it.
