People have been both crying and laughing for a long time now, all over the world. Reminds me of a book title from before Apartheid was ended in South Africa - "Cry, The Beloved Country".

Brian, this is a very impressive puzzle done with few pixels. I like the way those departing hold their heads down. (although I suspect many are relieved to get out of there)
John, yes, "Cry, The Beloved Country" is a wonderful book. Our current situation isn't as bad as SA in that era--not yet, anyhow. It's concern for what our future could be that's scary and sad. How could we have come to this point?

Brian Bellis's puzzles are the first I look for. They're invariably clever. But it also matters that they're not so involved that my hand and eye problems act up before finishing.
