Found to be solvable with moderate lookahead by gator.

All of the red, green, and blue solve normally and you will be left with some black to fill in the top right of the puzzle.

Edge logic in C8 makes R4-5 dots.

Next is a 2 move ahead step. If R10-12C13 is black, then the rest of rows 10 - 12 would be dots. This would make R7 or R8 invalid as you would have then fill in too many blacks. So R10-12C13 are dots.

Edge logic will make R9C13 and R5C13 dots. And R9C9 will be black then.

The 3 clue in C13 will either can in R2-3C13 or R6-8C13. This clearly maps out where the 2 clue in C12 can go. This makes R1-2,5,8-12C12 dots.

The rest solves with line logic.

I want to go with BigBlue for Travis, but I think there is a deeper meaning to the picture I am missing. Kind of looks like a police officer (cop?), standing on something (top??). Then I am seeing what I think is an arrow pointing to a house. Oh dear, I am too dense.

I think its a profile with red lips but can't make the connection

Looks like someone in uniform on a pogo stick. The red maybe is a gun, so a cop? Chissong pointed out the lips, which looked like an arrow to me too, but I couldn't make sense of the arrow. Now "kiss my ass" some to mind, but I can't get anywhere with that, so no.

Looks like the black thing at the bottom is a person's hand, clasping the green stick that the cop is attached to. I'm guessing some sort of cop-shaped lollipop that the person is licking. Can't think of what the rhyme would be, though.

It's a mite unseemly, either way. I'm going with some form of cop lollipop as well. I like the meter in mall-cop lollipop.

It looks like what it is when you know what it is, but when I didn't know what it was I couldn't see what it was. :/

I was gonna guess cop-on-a-stick lick... not quite as smooth as lollipop cop.
