OK, I relent. It's "Plumb *and* level".
Plumb being perfectly vertical and level being perfectly horizontal.

This phrase is often used by carpenters, for instance when putting in a door. If the jamb isn't plumb the door will swing either open or closed by itself. And if the door isn't level, it will hit the floor at some point.
