C19: Placing the 5 in R17-19 causes a contradiction in C18 or C20. (no LL available)
R3: EL eliminates C14. (no LL available)
R4: Starting in C20 causes a contradiction in R3, so R4C20 is white. Small amount of LL.
C20: No matter where the 4 is placed, the 5 in C19 reaches R12-13, so these two squares are black. Small amount of LL.
C20: Placing the 4 in R11-12 causes a contradiction in R14, so these squares are white.
LL solves from there.

I agree with Wombat's first three steps. However, the fourth is incorrect. The 4 in r4 can be placed in c17-20 without immediate conflict. (The 3 in c17 goes down, the 2 and 4 in c19&20 go up.) It would take around four or five steps to get a conflict in c17.#31: Jota (jota) on Apr 5, 2019

- whether C16R4 or C18R4 is black, C18R5 is a dot
- whether C16R4 or C20R4 is black, C16R5 is black
(broke that into two steps to eliminate some look-ahead)
- whether C13R7 or C13R11 is black, C14R11 is a dot
- EL dots C20R3-4
- whether C12R5 or C14R5 is black, C12R7 is a dot
- IEL dots C12R8
- IEL dots C19R3
- IEL: black at C16R12 can't be the 1 because dots above push 4 clues in R7 and R11 into C20. this dots C16R16-19
- IEL: if C12-13R14 were dots pushing the 3-2 clues right, it violates R13 by blacking C16&19, so C13R14 is black

Sorry for the original mis-assignment here. After reading the solutions and trying a bunch of other things--yes, there is nothing that can be "moderate lookahead."
