Simple design but not simple to solve. Very fun! No guessing. I enjoyed the aha! moment. Clever title too. I hope you do more for us, Joe.

I didn't have to guess. I just had to use step-logic. Nice puzzle!

I found a different solution than Joe (I think) ... if the 2 in C1 touches any 2 in R5-10, the 4 in C2 can't reach R1, so R1 has 2 dots.

If the 2 is fully in R2-5, then again there's no space for the 4 in R1-3.

So the 2 in R9-10 is what is left.

4 in C@ must be R1-4. But that puts C4R5 and C4R7 as black dots, contradiction.

The 4 in C2 can't fin in R10-13 as then R2/3 are all dots.

The 4 can only fit in R3-6 or there is a contradiction in C3
