Why do people who don't solve a puzzle rate it? There is one solver so far: me.

Myself, giving it a warning rating of 4 difficulty (and skipping the quality rating), and
Someone Else, giving it a 3 quality and 1(!!) difficulty
They obviously didn't even try it.

I spent a lot of time on the upper left half of the image trying to get the blue. Quite satisfying when I finally got it!

I don't see rating and commenting as an either-or thing. I always rate and I sometimes comment. I'm a very reserved person, so I really only comment if I have something new to add.
But I always rate. I see rating as a courtesy to future solvers. Most do not read the comments before they solve the puzzle, so the only way they know ahead of time if a certain puzzle is easy or brain-busting, or universally reviled, is by the ratings.

Ratings are weird. This is much better than the 2 I see currently for quality, and harder than a 3 for difficulty. I can't figure out why people rate the way they do, it doesn't seem that complicated.
I didn't recognize the image, but I'm giving it a 4 because it was so darn fun to solve, and it gets a 4 for difficulty because it was one of the most challenging puzzles I have solved.
