Puzzle Description:

When I was a young girl I was lucky enough to get to travel to Europe. The day we were scheduled to fly out of London, we were treated to the sight of all the fountains in the city running blue water to celebrate the birth of Prince William. The people I remember seeing that day seemed as proud as if they were the parents!

very nice fountain

i solved this from the bottom up and for a while i was seeing a strange man with a bushy blue mustache but once i solved his "nose" his eyes never materialized
